Welcome to the free Hope LA network provided by the City of Los Angeles. This network is available for your use. If you need help, information, or support services, including support for housing or training, please call 3 1 1 on your phone. Support from Cradlepoint, AT&T, and T-Mobile have helped to make this service available for free.

Access Limitations

Use of this wireless network is provided as a free service by the City of Los Angeles. By using this wireless network you are agreeing that you have read and accepted these terms and conditions of use. You are agreeing access to this wireless network is completely at the sole discretion of the City of Los Angeles and your access to this wireless network may be suspended or terminated at any time for any reason, including, but not limited to, violation of these terms and conditions, actions by you that may lead to liability for the City of Los Angeles or its partners on this project, disruption by you of another's access to this network, actions by you which violate the rights of the City of Los Angeles, or actions by you which violate any federal, state, or local law.

The City of Los Angeles does not limit access to materials or attempt to prevent users from viewing materials some individuals may find offensive. Information found on the Internet is provided by millions of people and organizations from around the world. Not all information found on the Internet is accurate, up-to-date, legal, or acceptable to all individuals. The City does not control information found on the Internet and, therefore, cannot be held responsible for its content. Individuals who use the Internet are responsible for evaluating the validity of the information they access.The City does not monitor an individual’s use of the Internet; nor does the City use filtering software. This network may not be used for the transmission, dissemination, or duplication of information that is illegal in nature by state and federal laws.

The City of Los Angeles staff cannot help you in setting up your personal laptop, phone, or any WiFi-enabled device to work with the wireless network. Users must agree to these terms of use before going online.

Acceptable Use Policy

Spamming and Invasion of Privacy: Sending of unsolicited bulk and/or commercial messages over the Internet using the Service or sing the Service for activities that invade another’s privacy.

Intellectual Property Right Violations: Engaging in any activity that infringes or misappropriate the intellectual property rights of others, including patents, copyrights, trademarks, service marks, trade secrets, or any other proprietary right of any third party.

Obscene or Indecent Speech or Materials: Using the City of Los Angeles’s network to advertise, solicit, transmit, store, post, display, or otherwise make available obscene or indecent images or other materials. The City of Los Angeles will notify and fully cooperate with law enforcement if it becomes aware of any use of the Service in any connection with child pornography or the solicitation of sex with minors.

Defamatory or Abusive Language: Using the Service to transmit, post, upload, or otherwise make available defamatory, harassing, abusive, or threatening material or language that encourages bodily harm, destruction of property or harasses another.

Hacking: Accessing illegally or without authorization computers, accounts, equipment or networks belonging to another party, or attempting to penetrate security measures of another system. This includes any activity that may be used as a precursor to an attempted system penetration, including, but not limited to, port scans, stealth scans, or other information gathering activity.

Distribution of Internet Viruses, Trojan Horses, or Other Destructive Activities: Distributing information regarding the creation of and sending Internet viruses, worms, Trojan Horses, pinging, flooding, mailbombing, or denial of service attacks. Also, activities that disrupt the use of or interfere with the ability of others to effectively use the node or any connected network, system, service, or equipment.

Facilitating a Violation of this Agreement of Use: Advertising, transmitting, or otherwise making available any software product, product, or service that is designed to violate this Agreement, which includes the facilitation of the means to spam, initiation of pinging, flooding, mailbombing, denial of service attacks, and piracy of software.

Other Illegal Activities: Using the Service in violation of applicable laws and regulations, including, but not limited to, advertising, transmitting, or otherwise making available ponzi schemes, pyramid schemes, fraudulently charging credit cards, pirating software, or making fraudulent offers to sell or buy products, items, or services.

You agree to provide virus and firewall protection for any device that you will be using to access this wireless network and agree to abide by these terms. You agree to and hereby assume all risks (including, but not limited to, the risks of damage caused by hackers, worms, Trojans, or viruses) arising from, connected to, or resulting from your use of this wireless network.

Your Acknowledgments

You acknowledge:

The use of this wireless network may not be uninterrupted or error-free;
Use of this wireless network may expose you or your device to risks such as hackers, worms, Trojans, or viruses;
The City does not guarantees the security of this wireless network;
Unauthorized third parties may access your device or files or otherwise monitor your use of this wireless network (the City does not monitor your use or device);
The City’s ability to provide this wireless network without charge is based on the disclaimers and limitations of liability provided below;
Provision of this wireless network may be terminated at any time and for any reason by the City.

Disclaimers

This wireless network and any products or services provided on or in connection with this wireless network are provided on an as is and as available basis and without warranties of any kind. All conditions, representations, indemnities, guarantees and warranties (whether express, implied or arising by operation of law, custom or the prior statement(s) or any party), including, but not limited to, any warranty of satisfactory quality, merchantability or fitness for a particular purpose, are hereby excluded and disclaimed. The City is not able to provide technical assistance to you, and there is no guarantee that you will be able to make a wireless connection.

Limitation of Liability

Under no circumstances will the City of Los Angeles, the partners of this project, or any of their officers, directors, employees, agents or affiliates be liable for any legal damages (whether based on tort, breach of contract or equitable theories) based on any claim of the user, or any of the user's heirs, assignees, appointees or successors-in-interest, and arising out of or as a result of the user's use of this wireless network.

Indemnification

You agree to indemnify and hold harmless the City of Los Angeles and its licensors, officers, directors, employees, agents, or affiliates from any claim, lawsuit, liability, loss, damage, cost, expense or attorney's fees arising out of or relating to any actions initiated or caused by you while using this wireless network.

If any provision of these terms and conditions is held to be unenforceable, such holding will not affect the validity of any of the other provisions of these terms and conditions.
